MOVE UPDATE INFORMATION

The US Postal Service requires Move Update standards to provide better deliverability of mail .The standards will require addresses to be updated within the previous 95 days before the mailpiece is submitted to the post office.

Mailpieces containing the following “alternative addressing format” are not subject to the Move Update Standards. The physical elements of the address, however, must have been updated using an appropriate process for the rates claimed.

The following are authorized means for qualifying your mail for the Move Update Standards:

1.  NCOA. (National Change of Address) This is a system where your database is sent to the USPS, through us or another vendor, and processed against the USPS database of people who have moved in the last 4 years. This cannot be used for addresses which contains “Current Resident” or “or Current Resident.” This process costs 1 ˘ per record ($100 minimum). Your new list will contain the old and new address (or reason for non-deliverability).

2. Sign up for an Address Change Service account with the USPS. (This can be done through us). You must have an appropriate on-piece ancillary service endorsement. Lists updated using an Ancillary Service Endorsement must have been updated within 95 days and must be used on mailings at least every 95 days thereafter.. When a change occurs, you will be notified electronically as to the new address or reason for non-deliverability. You can also opt to receive the notice manually, but at a higher per piece rate (except for 1st Class mail which must be processed electronically). There is no charge for the service, only a charge for each corrected address returned.

3. Place one of the 3 approved Ancillary Service Endorsements  on your mailing piece. Each of these endorsements has specific actions and costs attached. These endorsements should be used on EVERY mailing to make sure that you meet the time requirements mentioned above. Lists updated using an Ancillary Service Endorsement must have been updated within 95 days and must be used on mailings at least every 95 days thereafter.

4. Placing a customer’s name on the mailing list when requested by them. This will only qualify the customer for any mailing within the 95 day limit.

Each mailing list owner must provide to DataMark a PS Form 6014 to prove that the addresses on the list comply with the Move Update standards. The list owner and DataMark must keep the form and the following documentation on file for 2 years:

NCOA output reports documenting that the address list went through an authorized NCOA process within 95 days before the mailing was submitted to the Postal Service.


 

FAQs.

If I use an alternate address format (for example, “Jane Doe or Current Resident”) on my mailings, must the recipient’s name have been updated within the previous 95 days?

No. Each mailpiece will be delivered to the address appearing on the mailpiece whether or not the named recipient resides at that address. The physical elements of the address, however, must have been updated using an appropriate process for the rates claimed.

 

How do I meet Move Update requirements when mailing to an address recently added to my address list?

The Move Update process is individual name-and-address-based, not “list-based.” When a customer contacts a business and as a result is added to the list, the newly added address can “ride” with the list until the next cycle for update. The address can be added to the list only if the customer has requested services or literature or has purchased merchandise.

 

Does a list or an address have to be updated every 95 days?

An address can be updated any time, provided it is within 95 days before the address is actually used for a mailing. For example, if a list is mailed once every year, that list would have to be updated using one of the authorized Move Update methods no more than 95 days before the mailing.

 

Do lists purchased from an outside source (including DataMark) need to do Move Update processing before I mail?

All mailing lists purchased through DataMark are guaranteed to have been processed through NCOA within 30 days of purchase. Any list that was purchased for multiple use MUST be re-run through NCOA or another Move Update method within 95 days prior to the mailing. Lists obtained from any source other than DataMark, must be accompanied by a certificate that the list was updated by using Mail Update Standards not older than 95 days from the date of the anticipated mailing.
